COUNCILS need to return to grassroots and focus on roads, rates and rubbish, a survey has found.

Victorians launched a scathing attack on the performance of their elected officials, with almost 90 per cent claiming their local councils did not provide good value for money and were not transparent.

Other findings included:

COUNCIL chief executives should have their annual salaries capped;

POLITICAL parties should not stand for council;

MORE than 60 per cent wanted councils be amalgamated into one large local government body.
